I don’t think it’s insensitive to genuinely admit “I can’t imagine how I’d handle that” because to me it seems a lot less shallow than someone saying “I know exactly how you feel” when they clearly don’t. I think it’s the same as anything else where the intent (how you say it) can shift the meaning of what you said. But you’re right, some people do say that with a funky (almost gloating) intent and that’s inappropriate.
